The XS step-in puppia probably would fit him perfectly and be more secure than the Rogz ones...I don't like how thin the straps are on the rogz and sorta think they might be uncomfy.

Yeah, I believe it was the XS that I had gotten for Boo. I had it on it's smallest fitting when he was under 2lbs but it fit pretty good. I don't think it was really uncomfy but we weren't going on walks or anything at that point...I wanted one when we went in stores & such which was perfect. Puppias are definitely more comfy on longer walks (and are better if you have to yank them up quick in an emergency LOL).

I wouldn't get the strap ones for the car seat. I'd go with a vest type one.

Yeah, for a car seat I'd go with a mesh/Puppia style harness "just in case".

Been looking at the stepin puppia's. I found a blue camo i love, but small is the smallest it comes in. Could he possibly fit a small? I doubt it but im not real keen on the colors that are available. I guess the camo or red would be ok maybe.

The small would be too big for him. You'll need the XS step in. I think they only come in the mesh, if I'm not mistaken, unless they've changed it?
