I only use harnesses on Rocky. I find that his neck is too fragile to have him on a collar. Unless it's a really poor fitting harness I don't think it's bad to use one.

Honestly I think either can be bad. All mine bar daisy walk on both (she will not walk on a collar). Leilani is 4lb soaking wet and walks really well on both but we use a collar a lot they only pull if they see a cat, big dog, squirrel, family LOL

i've always liked harnesses over collars for walkies..I've used the wrap around vest type, puppia, belt buddies and my own ones and all have been fine.
At obedience training they said she should have a collar, but they made an exception for us because they said chi's tended to have fragile necks and couldn't see the reason why it was a requirement...that was the KC good citizen dog scheme.
