I recently bought the Orowave Dental Polisher off of amazon.com (http://www.amazon.com/Orawave-Power-Whitener-Toothbrush-Polisher/dp/B0013YO0SU/ref=sr_1_1?ie=UTF8&qid=1314051267&sr=8-1) for only $12.99. I will scale my dog's teeth if necessary, but scaling teeth leaves tiny scratches on the surfaces of the teeth. The polisher should smooth out the surface again after scaling.
Oakley has two problem teeth that I just don't have good luck keeping clean...so a few weeks ago I scaled them, polished them, and they definitely have been staying cleaner.
It comes with two attachments-a spin brush that really is too big to go on a chi's teeth or mouth, and a tiny polishing cup. The polishing cup looks much like what a dentist polishes your own teeth with. While I am sure that this one is nowhere near as powerful, it seems to definitely get the job done.
It is relatively quiet, although it definitely has some buzz to it. My dogs are so used to me in their mouths, no one was phased.
For the price, this product is an excellent buy, if you are wanting to keep your dog's teeth clean yourself without having to do dentals on them!

That's excellent Kristi! I've wondered if they had something similar as I know the scalers can leave tiny scratches that makes it easier for tartar to grasp ahold of. I'm gonna have to check one of these out for sure!!

I know! I figured I didn't have anything to lose at that price. Oakley didn't seem too bothered by it. I kinda felt like "how do I know if this is even doing anything?"...but the fact that the surface of the tooth has stayed cleaner kinda answered that. I put a tiny dab of the Petzlife gel on it before using it, and just polished away for about 60 seconds on each tooth getting in all the little grooves and up toward the gum.

I did try it first straight on the tarter buildup on the grooves of her teeth and it didn't' remove it, but I guess its purpose is more to smooth the surface of the tooth after its been removed

That's exactly what I'm getting it for. After using a scaler. I ordered one the other day to try and get a few stubborn pieces off of Pip's teeth. This looks like it will be perfect to help smooth it out afterward.
