Can you please tell me the age it is acceptable/appropriate to breed a girl for the first time?

LONG story but Hope's breeder had a dog we wanted but they were keeping her for breeding. We happily got Hope instead. At Hope's 12 week shot, she hinted that perhaps she would be released and available if we wanted. She later actually offered that other dog to us (that was at 16 weeks and she was deemed too small to breed) but we thought we'd wait until Hope was older to get a second. After advice from Kristi, Tracy, Heather and others, we called back a day or so later to say that we would come get her (you may remember her Tracy she was a "wolf" sable pup) and magically, someone had come 45 minutes after we left to get her. A few weeks later, she shows back up on their site but named differently. Now, I check her site and she must be magically back with them again becasue they have bred her!!!
She is Hope's litter mate. So she was bred right at or a week or so before her 9 month birthday.

That means she was bred on her first season. Poor thing. Just a baby herself. I know that chi's mature faster than some larger breeds, but that's still like a 13 year old getting pregnant and having a baby. They aren't done growing and they certainly aren't mature at that age. That makes me feel SAD. Especially if she is a smaller girl like Hope and not very big to begin with.

She was/is bigger than Hope. They were shocked each time they saw her because she was 3/4 pound smaller than her smallest sibling, which was this pup. That is frankly why I did not send them her 1 year photo. I did not want Hope becoming some website poster child for "we breed cute, small puppies". Perhaps I should send Hope's medical record and a pic of her bad under bite for their website. They promised to contact us when they bred Hope's parents again which they assured us would not be until this fall for safety, their policy, etc. Well, since I check her site regularly, I was able to see that she had their new puppies listed when Hope was like 7 or 8 months old so that was also not true. No surprise we got no call. Hope's sister had 3 darling boys. I feel badly for her. Her life would have been much different had she come home as a pet.

I had a similar experience with Lion and Penny's breeder. The breeder was very kind to me, answered all of my questions, and assured me she would stay in touch. I used to send her photos and updates, but she stopped replying. When I found Lion, she only had 3 puppies available and 2 females that were used for breeding. Well, I checked her site last week and she has 10 puppies available and now has at least 4 females she is breeding.
