Toilet training

Need advise on toilet training a chihuahua. Is it possible to train for both outside and puppy pads when outside is not available? Or it has to be only one or another? Thank you!

If your pup is going to have access to a pad at home part of the day, The chihuahua should always have access to a pad. I think it would be very confusing to have a pad available only sometimes.
