If you know of someone who has bred there chi twice in less than a year, obvs only could register the 1st litter, will the KC do anything if you report it?

No idea, but what kind of owner does that, poor girl, some just seem to see their dogs as puppy machines Anyway, I'm sure someone will be along who knows!

Actually research has shown breeding back to back litters (which yes, would fall within a calendar year) is healthiest for a bitch...followed by a break. It's pretty much the way breeding is done here in the states...back to back litters, a break, a single litter, a break, back-to-back litters, and then a bitch is retired...of course that is all if all goes smoothly w/ previous litters. We also do not have a limit of c-section litters that we can have from a bitch. I don't really understand why KC tells people when and how to breed but they obviously do!

I agree with Kristi lots of people breed two seasons in a row especially if it's a dual purpose bitch and a long as they totally blow their coat. If there are no complications no c section and it doesn't take it put of the bitch I don't see a problem with it.
The kc allow you to register to litters in a row

The limit is 2 c sections & 6 litters and no older than 8 nor younger than 1

I think the c-section bit is silly but the rest makes sense. We have some breeders here that only do puppies by section. IMO tho the rest is reasonable.
And yes, if it is a girl you show or intend to show, best to do two litters in a row then let her get some coat back for showing over a season or two.
